Rules and Regulations of the Boy Scouts of America, article XI, section 1, clause 1:
(h) Pyramid Sales, Multilevel Marketing. Any fund-raising projects on a unit, council, or national basis which are in the nature of pyramid sales or multilevel marketing are not permitted.
